## Outcome

1. 运营可在后台调整首页宫格（文案、路径、图标、角标、排序、显隐）。
|
||
2. 运营可上下架测评；C 端 `GET /scales` 仅 published。
|
||
3. 变更可审计。
|
||

||

- Admin：内容页读写
|
||
- Visitor/User：消费 `GET /home/tools` 与已发布 scales
|
||
|
||
## Success Metrics
|
||
|
||
- 改宫格后无需发版即可在 H5 首页生效（API 部署后）

- 下架量表不再出现在探索测评列表
|
||
|
||
